1. The main page is accessible through itweb.cs.nmt.edu. You don't have to use a computer connected to the CS Department wired network. It should be accessible from anywhere, as long as the school DNS server works fine.
2. You can use WinSCP to update files under your personal folder and see the result on itweb.cs.nmt.edu/~yourusername.

After installation, run WinSCP and type in information as shown below.
After authentication you can see your folder on the web server.
You can drag a file from left to the right side to upload/update it to your folders on the web server, WinSCP will give a message, click to confirm.
After you upload the file successfully, you can see it on the right side. Make sure you upload to the public_html folder.
See the result on itweb.cs.nmt.edu/~yourusername.
3. You can change your username using Putty (available: http://www.chiark.greenend.org.uk/~sgtatham/putty/download.html).
After downloading, click to run it.
After successful authentication, run command "passwd" to change your password.
