I met again with Susan in MSEC 187. We both tried out accounts. I set up a new account in Dreamweaver and she noticed that I entered the path to my public_html directory differently and that's what seems to allow me to change file permissions from within DW and she can't. After she changed her server account info like mine, it now works for her.
The place the change is made is in DW. site->manage sites...-> edit -> remote info -> host directory
Only put in the relative path from the home directory or base URL of the site. e.g. public_html instead of /home/username/public_html.
