Scratch disks are what Photoshop uses to temporarily store data when working with large images.   The current scratch disk settings can be viewed if you go to File->Preferences->Plugins & Scratch Disks (Pony notes that the default here is c:).   If it's complaining that it's full, you may want to try:

  1. either clearing out space (usually pics from a previous user's session) on the drive that the scratch disk is pointing to, or
  2. switching it to another drive, or
  3. adding another scratch disk (you can set up to four).
