DoD policy is to award research grants to educational institutions, nonprofit organizations, and state/local governments only Research grants to educational institutions must be competed Used extensively to support research Normally recipient obtains title to inventions, but Government retains Government Purpose License Rights (GPLR) No significant involvement between the government and the recipient during performance No cost sharing is required
