In coordination with the National Science Foundation, the Secretary of Defense shall
- Establish a program of grants available on a competitive basis to US institutions of higher education and other US not-for-profit organizations to conduct programs for scientists, engineers and managers to learn Japanese language and culture
- Determine criteria for grant award based on collaborative opportunities between the defense laboratories and Japanese government
