35.2. HeadRowLabel.fo(): Render as XSL-FO

The table-cell element is styled using attributes defined in Section 13.11.9, “FO_HEAD_ROW_LABEL_ATTRS, containing a block that left-aligns the contents. The number-rows-spanned attribute, if required, is emitted by Section 33.4, “RowLabel.foRowSpan().
