Our Constitution
The Constitution of the New Mexico Tech Chapter of the International
Society of Explosives Engineers
of the New Mexico Institute of Mining and Technology
Article 1: Name
Section 1:
The
name of this student chapter shall be the New Mexico Tech Chapter of
the International Society of Explosives Engineers.
Section 2:
This
student chapter shall be chartered by the International Society of Explosives
Engineers.
Article 2: Statement of Purpose
Section 1:
The
purpose of this Chapter shall be to promote and provide knowledge of
explosives engineering and energetic materials to all interested parties.
Article 3: Membership
Section 1:
Membership
is open to all students, faculty and staff of the New Mexico Institute
of Mining and Technology, as well as any member of the community with
interest in explosives engineering.
Section 2:
Voting
rights are limited to students, faculty and staff of the New Mexico Institute
of Mining and Technology. Only student members who have paid their
Student Activity Fee may vote on the expenditure of Student Association
Funds.
Article 4: Dues
Section 1:
There
shall be no dues charged to be a member of the New Mexico Tech Chapter
of the International Society of Explosives Engineers.
Section 2:
Members
are encouraged, but not required, to join the International Society of
Explosives Engineers.
Article 5: Officers
Section 1:
The
leadership of the New Mexico Tech Chapter of the International Society
of Explosives Engineers shall be comprised of a President, Vice President,
Treasurer and Secretary. These officers shall be elected by a popular
majority of voting members at the first meeting of each Spring semester.
Section 2:
Only
members of the International Society of Explosives Engineers may be elected
as officers.
Section 3:
If
the office of president becomes vacant for any reason during the elected
term, the vice-president shall become president for the remainder of
the term, thereby creating a vacancy of vice-president. Vacancies in
any elected office other than that of President shall be filled by simple
majority vote at a regularly scheduled chapter meeting.
Section 4:
The
President of this chapter shall preside at all meetings. The President
assumes all executive duties not otherwise delegated to other officers
in these bylaws.
Section 5:
The
Vice-President shall provide over meetings in the absence of the President.
Section 6:
The
Secretary shall keep records of each meeting for the permanent chapter
records. The Secretary shall also be responsible for submitting brief
reports of all activities for publication by the International Society
of Explosives Engineers. The Secretary shall forward an Annual
Report, prepared by the club officers, to the International Society of
Explosives Engineers, summarizing the activities of the Chapter during
the year and listing the newly elected officers.
Section 7:
The
Treasurer shall submit a Financial Report to the Chapter Executive Committee
giving a complete accounting of the Chapter's finances. This report shall
be appended to the Annual Report.
Section 8:
All
club documents and funds shall be left with the Faculty Advisors during
any vacation period, or when New Mexico Institute of Mining and Technology
is not in session.
Article 6: Meetings
Section
1:
Regular
meetings shall be held monthly at a time and place designated by the club’s
officers. Special meetings can be called by the Faculty Advisor of Club
President at any time.
Article 7: Quorum
Section 1:
In
order to conduct the business of the New Mexico Tech Chapter of the International
Society of Explosives Engineers, a quorum consisting of 50% of the voting
membership must be in attendance. Additionally, 50% of the membership
who have paid their activity fee must be present when voting on the expenditure
of Student Association funds.
Article 8: Amendments
Section 1:
This
constitution may be amended at any time provided that request for amendment
is approved by a popular majority of the voting members at a special
meeting to become effective. Any newly approved amendment shall
be immediately added to the constitution and distributed to the voting
members by no later than one week after its ratification.
Article 9: Ratification
Section 1:
This
constitution shall be ratified by a popular majority vote of the total
voting membership. New officers shall be elected at ratification,
and thereafter as described in Article 4.
