I have a PC without a full time cdrom.  I would like to copy the win98 cab
files onto the machine's harddisk so that the cd will not be required.

In win98 you update
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\SourcePath 
in the registry to indicate the location of the cab files. 

E.g., "F:\win98"
