WebStyler: The Target object

Each instance of a Target object represents someplace where links may point---not just another page, but possibly also a named anchor on that page. Methods:

• Target_New() is the constructor.
• Target_Anchor() returns the anchor name of the the reference, if any.
• Target_Topic() returns the Topic object representing the page pointed at.
