Installing and using winscp

We recommend WinSCP as a decent, free file transfer
utility for Windows.
For installation and instructions, see the
WinSCP client page.
As of January 2008, the TCC no longer permits file transfers
using ftp (File Transfer Protocol). This protocol
is not secure for the transfer of sensitive information.
Use the sftp protocol, which is password-protected
and encrypted.
