A User Consultant should know all of the TCC's policies, as enforcing these policies is part of the job. The TCC's current usage policy can be found at http://www.nmt.edu/tcc/policy/access-2003.html.
Not all of the policies of the TCC are in this section. From time to time new policy decisions are made and then announced in a TCC Hotline or plastered to the walls of User Areas and Labs (the staff is notified of them through email). The policy page should be updated fairly often.
We need to be sure that all reasonable efforts are taken to contact any user who is doing something they shouldn't be and a solution worked out through that contact, before any move is made to revoke (or freeze) their account (some exceptions are mentioned in the policy).
The policy is not only binding on the user, it is also binding on us and we must be sure we are following the procedures we said we would follow. If we don't honor our end why should any user honor their end of the contract?
